What is an "unlocked" cell phone?
When you buy a cell phone from a typical cellular carrier, that phone is "locked" to that carrier's network, meaning you can only use the phone with that carrier's service.  An unlocked phone is not tied to any particular carrier, so you can use it with whatever SIM-based service you choose.
